Starting salary for this role is £44,075 (pro rata for part-time colleagues).

South West Flood & Coastal (SWFaC)

South West Flood & Coastal (SWFaC) is a centre of expertise in Flooding & Coastal Erosion Risk Management (FCERM), hosted by BCP Council. Its approach is to minimise the risk of flooding and coastal erosion by working with local communities and partners, while aligning staff, skills and resources to provide a co-ordinated service.

Since September 2021, it has been providing support and guidance to other local authorities in the South West including New Forest, Dorset, East Devon, Exeter, North Somerset, Teignbridge and Torridge.

In May 2024, East Devon District Council (EDDC) was the first to join the SWFaC shared service. Since then, SWFaC has provided new coastal defences in Seaton and a 100-year beach management plan for Exmouth. It is currently progressing a beach and cliff management plan for Budleigh Salterton and a multi-million pound coastal defence scheme in Sidmouth.

The proposal for Dorset Council to join the South-West Flood & Coastal shared service was approved by BCP Council’s Cabinet on 26 March, following approval by Dorset Council Cabinet on 03 March.

Role Purpose

To project manage and provide advice on the shaping, co-ordination and implementation of flood & coastal engineering design and construction projects, services and policies, so they are delivered in accordance with legislation and other requirements including council corporate objectives. The project engineer will be involved in several interesting projects, where there will be a mix of providing project support and/or project managing schemes themselves.

Main Responsibilities

• Delivery of projects and services including procurement and management of contractors, reporting on costs and budgets/valuations, and where applicable reporting on progress to client departments, so that they are delivered in accordance with cost, quality, and time requirements.
• Conduct consultation and liaison with external bodies and members of the public to gather views, information, and deal with complaints and enquiries. This will include representing the section at public consultation events, meetings, and providing complex and detailed information.
• Co-ordinate work with external bodies and agencies on technical, construction, maintenance, services, policies relating to engineering schemes to ensure their appropriate alignment with other workstreams and/or joint objectives.
• Provide expertise and advice into the development of policy, specifications, projects, procurement of consultants and contractors, and design/delivery of schemes, studies, services and planning applications so that they are delivered in line with best practice and regulations.
• Contribute to the development and improvement of policies and standards and help ensure that they are adhered to in service delivery and/or the delivery of works, so that the service’s standards continue to meet best practice, legislation, and regulations.
• Ensure that information and data is collected and stored to inform consultation, legal proceedings, or analysis of trends and issues, so that clear records and up-to-date information are available for the department or business unit.
• Use established systems to monitor project performance, including risks, budgets, schedules, and benefits, identifying variances and taking corrective action where required.
• Plan and undertake regular project reviews to assess progress, quality, and risks, and implement mitigation actions to support successful delivery.
• Prepare and present project updates, reports, and recommendations to support effective governance and decision-making.
• Identify opportunities for continuous improvement in project delivery, using data and lessons learned to enhance future performance.
• Contribute to the development and interpretation of business cases and funding requirements to support project viability and compliance.

The Ideal Candidate

• Degree in relevant engineering discipline, or equivalent experience.
• Incorporated Engineer or equivalent status.
• Substantial experience and knowledge of how to develop services and schemes and/or design and construction types.
• Knowledge of theory and practice including regulations, legislation and processes relating to area of work.
• Extensive knowledge of application of contract and project management, including cost and quality control and project management.
• Substantial knowledge and understanding of health and safety legislation and its application to traffic and transportation, building trades, engineering, construction, maintenance, and repairs.
• Ability to plan projects and the work of others, including team members, consultants and contractors.
• Ability to persuade and influence a wide range of internal and external stakeholders and motivate teams of technical staff.
