About the OECD

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. The Directorate for Public Governance (GOV) leads the OECD's work on public governance, supporting co-ordinated, innovative, international action across both domestic and global policy agendas.

GOV is looking for motivated Policy Analysts to lead and contribute to its analytical, advisory and policy work across a broad range of public governance areas. This vacancy will be used to fill multiple positions across the Directorate, according to business needs and the profiles of selected candidates.

Main Responsibilities

Policy Research, Analysis and Drafting

  • Lead and conduct analytical research and analysis on key public governance issues, including country-specific policy challenges and reform initiatives.
  • Lead or contribute to the development of international good practice guidelines, comparative indicators and practical policy tools.
  • Contribute to OECD thematic studies and country reviews, including the formulation of policy assessments and recommendations.
  • Support countries in advancing implementation of OECD recommendations and national reform initiatives.
  • Prepare and support the delivery of technical assistance projects for OECD and non-OECD countries, including at national and sub-national levels and with sectoral agencies.
  • Deliver clear, concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications aimed at policymakers and wider audiences.

Programme and Project Management

  • Manage and contribute to policy projects, country support activities and workstreams, ensuring timely delivery of high-quality outputs.
  • Support the planning and implementation of the relevant programme of work, including the definition of project objectives, timelines and deliverables.
  • Coordinate inputs from colleagues, experts and external contributors, ensuring consistency, quality and alignment with project objectives.
  • Prepare briefs and speeches for OECD management, as requested.

Liaison, Dissemination and Representation

  • Develop and maintain working relations with senior officials in national administrations and international organisations, as well as colleagues across the OECD.
  • Actively engage in the dissemination of policy recommendations through a variety of channels and formats.
  • Prepare and deliver relevant and timely presentations at conferences and other events.
  • Participate in missions to OECD Members and partner countries as required.

Ideal Candidate Profile

Academic Background

An advanced university degree in public policy, public management/administration, economics, political science, law, public finance, regulatory policy or another relevant discipline.

Professional Background

  • A minimum of five years of relevant professional experience in public governance and related analytical or advisory work.
  • Proven experience in conducting policy analysis and producing high-quality analytical and policy-oriented outputs, including reports, policy papers, briefs and recommendations.
  • Experience in developing, managing or contributing to complex policy projects involving multiple stakeholders, countries or areas of expertise.
  • Excellent drafting and analytical skills, with the ability to use comparative evidence, qualitative and quantitative data, and good practices to develop practical policy recommendations.
  • Demonstrated ability to work strategically and collaboratively in multicultural teams and across organisational boundaries.
  • Experience in a national administration or an international organisation would be an asset.

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of another language would be an asset.

What the OECD Offers

  • Monthly salary starts at €8,098.38, plus allowances based on eligibility, exempt of French income tax.
  • Full-time position based in Paris, France.
